Abstract:

[Objective]Scientifically assessing the losses caused by forest fires is a critical basis for post-disaster regional economic recovery.This study aims to establish a more comprehensive framework for evaluating the economic losses from forest fires and to propose effective lossreduction strategies.[Method] From the perspective of national security and grounded in the theoretical paradigm of disaster economics,the study integrates resource,ecological,social,and economic models.Cross-disciplinary indicators such as carbon sink and tax revenue are introduced to construct a comprehensive assessment framework encompassing both direct and indirect economic losses.[Result]A case study of a forest fire in County Z in South China is presented.The assessment results show that indirect losses account for a larger proportion of the total loss,and carbon sink losses have a significant impact on ecological security.[Conclusion]The paper proposes full-cycle loss reduction strategies covering the prevention,response,and recovery phases of emergency management,providing a reference for effectively mitigating the economic impacts of forest fires.
